What a first build involves.

Most builds here are a first build, not a rebuild. There is no redirect map to protect, so the work is deciding what the site must still do in year two.

The licence and the buyer get read first, because between them they decide what the site may claim and where an enquiry can route. The sitemap comes from the terms your buyers actually search, and the scope is fixed in writing before any visual work starts. A page count is a quote, not a plan.

    The .ae versus .com call is real, and made once.

    A .ae reads as a UAE business to a local buyer, though it proves nothing: the second-level name is open to any registrant worldwide, and only .co.ae asks for a trade licence. A .com travels beyond the Gulf. Owning both is sensible; picking the wrong canonical and moving it two years later is not.

    Your licence decides what the site may claim.

    A free-zone entity generally cannot sell direct to mainland customers without a distributor, a branch, or a permit under Executive Council Resolution No. 11 of 2025. A site promising nationwide service it cannot legally deliver is a problem no copywriter can see.

    There is nothing to protect yet, which moves the risk.

    A mature-market rebuild is mostly risk management: rankings, inbound links, indexed URLs. A first build has none of those, so the failure mode inverts. The site does not break, it just quietly stops fitting the company about 12 months in.
