The Government of Dubai states it plainly: a digital trader may sell only goods and services that are legally approved for trade in the UAE, and every eTrade licence needs an approval or a no-objection certificate from the TDRA. The catalogue is scoped before the media plan is written, line by line.
Cabinet Decision 66 of 2023 requires a supplier selling online to state the producer and importer details, a specification statement in the original language and in Arabic, the country of origin, and the terms of return and replacement. A platform is answerable for a third party selling through it.
Under the same Cabinet Decision, a supplier needs prior permission from the competent authority to offer and advertise a discount, and to promote or advertise a commodity or service at all. That puts a lead time inside the promotional calendar, which makes it a scheduling problem before it is a creative one.
The shop and the store share a licence, then split on almost everything else: who the customer is, what the receipt has to be, and which clock the business sits on. Under the e-invoicing rules, business-to-consumer transactions are out of scope until a further decision, while the trade side has dates.

Paid and organic demand aimed at the lines your licence covers and your listings can carry. A product page missing what the regulation names is not worth buying traffic to, whatever the term costs.
