Four things decide a UAE booking before a campaign does. Three of them are written down in a regulator's text and are not optional.
Volume arrives from the platform, and so does a contract setting a percentage of every stay. The larger cost is quieter: the platform holds the guest contact details, the history and the preferences, so the second stay has to be bought again. Direct is the channel where the record is yours.
Administrative Resolution No. 2 of 2020 requires a Dubai hotel establishment to describe the Tourism Dirham Fee and state its amount in its room price lists, including the prices announced through websites and electronic applications. The rule reaches the rate a marketing team publishes, not only the one at the desk.
The classification manual DCT Abu Dhabi publishes scores a Guest Experience Index: a weighted average of guest reviews drawn from over 100 online review platforms, monitored monthly. Three consecutive months below the minimum brings a mystery shopper, and the rating can be lowered.
A guest who books again costs nothing to acquire. Reaching them needs contact details you hold with consent recorded at capture under the UAE PDPL, and a DIFC or ADGM entity runs under its own regime.
What the direct channel needs
A rate you can publish, a booking a guest can finish, and a record that stays yours. The first is settled by a resolution, not by a pricing meeting.
The rate has to describe the Tourism Dirham Fee and state its amount, on the website and in the app. A service charge cannot exceed a tenth of the bill, and the tariff list is displayed inside the property in Arabic and English.
A booking engine takes payment; an enquiry form does not. The rate a guest saw has to be the rate the engine charges, which is also what Google asks before it ranks a free booking link. Accuracy is what earns the placement.
Consent captured at the point of booking, contact rules honoured on every message, and a guest history that survives the stay. It is the one asset the platform cannot hand you and cannot take back.
How the booking arrives
A UAE property fills rooms from three places, and they differ on more than price. Only one of them leaves you holding the guest.

Direct is not the whole answer. A property that cuts platform distribution overnight loses occupancy it does not get back, so the job is to move the marginal booking. A Deira four-star on a DET hotel establishment licence, trading on volume against a hundred neighbours, weights the three differently from a Corniche property classified by DCT Abu Dhabi whose board reads the rating report. Guests are asked after the stay, on the platforms that count, and nothing is incentivised or written for them. In Abu Dhabi that score is monitored, so a bought review is a licensing risk.

Contact details captured with consent under PDPL, used only for what the guest agreed to, and honoured on the first opt-out. A DIFC or ADGM entity runs under its own regime.
Messages inside the UAE rules
Marketing messages go to opted-in guests only, on the sender identity the regulator requires, and inside the hours the telemarketing rules allow.
