WordPress development settles three things the site is then stuck with: which editing surface your team gets, what the build commits you to keeping, and which direction it can read.
WordPress can hand your team a block editor, a page builder canvas or a set of named fields. Which one they get is decided in the build, months before anyone writes a word in it.
Every plugin is a permanent dependency: a renewal, an update surface and something that can break a page. The list is written at the start, and it is the running cost of the site.
Arabic switches direction at the theme, not at the translation. The theme either has a maintained right-to-left stylesheet or it does not, and no plugin invents the layout it never had.
Three ways a WordPress site gets built

Most WordPress in this market is the middle column, and the middle column is the reason nobody can change anything. A custom theme costs more in the first month and less in every month after it. It is also not always the right answer: where the site has to stay in step with a system the business already runs, or where a second surface has to read the same content, we say so and scope it on the stack this pillar recommends instead. What that build waits on is a separate read.

A theme carries its own right-to-left stylesheet, and a multilingual layer switches direction with the active language. Neither invents a layout the theme never had. A Deira trading house on a DET mainland licence that skipped that check gets an Arabic site mirrored with the spacing still pointing the other way.
A block editor, a page builder canvas and a set of named fields are three different publishing jobs. Whichever the build settled on is what the marketing manager at a Business Bay brokerage on a DET mainland licence opens every week for the next three years, and it was decided before any content existed.
A paid theme, a page builder, a form plugin and a backup service each carry a key with an expiry date. When one lapses the plugin does not stop working, it stops updating, so nothing looks wrong until a JLT commodities trader under DMCC is running code nobody patched in a year.
That scale is why it is the platform attacked most often, and an install left alone is the ordinary way in. So the build names who applies core and plugin updates, on what schedule, and who is called when one breaks a page. Hardening and incident response are separate work.

WordPress is the publishing surface most marketing people in this market have already used somewhere else, which means the training is a walkthrough rather than a course. Its block editor also makes a layout a set of named parts instead of a canvas.
We ship only the blocks your pages actually use, so the inserter is a short list rather than a catalogue of things that will break the design. A demo theme imported whole is the fastest way to hand someone an editor they are afraid of.
How the build runs
Three phases, which run after the structure is agreed rather than instead of it. What phase one settles is expensive to change in month six.
We map every page type to the fields it needs, agree the plugin list line by line, and settle the language question in the same fortnight: one install with two locales, or English only with the structure reserved. The theme is chosen against that decision rather than before it, and its right-to-left behaviour is tested on your own templates rather than read off a feature list.
The design becomes reusable blocks and content types, and custom behaviour is written against hooks so an update cannot quietly remove it. The consent gate goes in before the first analytics tag is allowed to fire, because the UAE PDPL treats consent as the primary lawful basis rather than something a banner may assume. Everything is reviewed on a staging copy on real devices.
We sit with the people who will publish and watch them add a page, then fix whatever made that awkward. The handover document lists every account and licence with its renewal date, the update routine with a named holder, and the two or three things that still need a developer, so nobody discovers those on a deadline.
