an owned, verified channel
WhatsApp marketing · UAE
Messaging works in the UAE and WhatsApp calling does not, so the thread has to close the sale on its own. Webzenia builds it on the official platform, with a list you can evidence.

Messaging is permitted with consent. Voice and video calling on the app is not, which is why the thread has to carry the whole conversation rather than open one.
A Dubai Marina aesthetics clinic on a DHA licence runs its whole booking flow through one number. On the official platform that number is an owned asset, verified, with the account in the business name and the history off one person handset.
Every contact arrives having said yes to you, from a click-to-chat ad, a checkout box or a reply, with the opt-in recorded against the contact. A database somebody sells you carries a consent given to somebody else, for something else.
There is no in-app call to fall back on, so an Al Quoz attar producer on a DET mainland licence has to close inside the chat: catalogue, payment link, and a hand-off to a person in the language the customer wrote in.
The two offers this market makes you
The two most visible offers here are a rented database and a panel that bypasses the API. Both cost less until the number goes.
| A bulk sender or panelInstant, and borrowed | The official platformSlower to start, and it survives | |
|---|---|---|
| How it sends | Through a browser panel or an unofficial gateway, until it is detected. | Through Meta, on message templates reviewed before they go anywhere. |
| The number, afterwards | Reports accumulate, sending limits tighten, and then the number is gone. | It stays verified, and the conversation history stays with the business. |
| Who you may message | Whoever was on the database, sold to you sliced by nationality and income. | People who opted in to you, with the record sitting on the contact. |
| What you can build | A send. Nothing that handles the reply it provokes. | A catalogue, a payment link, journeys, and a hand-off to a named person. |
| What a bad week costs | The number every customer already has saved under your name. | A template rejected, rewritten and resubmitted the same day. |
The official platform, and the choice is not close once you price the downside. A number is not a channel you can buy again: your customers have it saved, your invoices carry it, and the chat history goes with it. The bulk route saves setup weeks and stakes the one asset the channel is made of. Where the problem is that a reply arrives after the buyer has already chosen, rather than on the wrong channel, generate more leads maps that path instead.
The UAE context
Webzenia has worked with Gulf clients since 2018. Each of these changes the build, and none of them appears in a messaging benchmark.
TDRA classes voice and video over the internet as a regulated activity and names WhatsApp among the apps lawful only where licensed or exempted. Messaging works; calling on the app does not. So the catalogue, the price, the objection and the payment all have to fit inside the chat.
A Deira trading house messaging a bought GCC database collects blocks and reports inside the app within hours. The quality rating falls, sending limits tighten, and the number is restricted. All of it automatic, none of it appealable in the time a campaign runs.
A marketing template goes to Meta for review, and its category decides what it may say and what it costs to send. Utility and authentication messages follow different rules from marketing ones, which is why a launch calendar has to allow for a rejection and a rewrite.
The resolution defines telemarketing to include marketing messages sent through social-media applications, and applies to companies licensed in the free zones as well. A Business Bay brokerage on a DET mainland licence and its free zone competitor are both in scope, which most broadcast calendars here assume otherwise.
What the work includes
Six pieces of work, each producing something you keep. The number and the opt-in come first, because everything else is built on top of them.
A WhatsApp Business Account in your company name, the number registered to you rather than to a provider, the display name through review, and the profile a customer checks before they reply
an owned, verified channel
Click-to-chat from ads, a checkout box, a website widget and a reply keyword, each recording who opted in, when, and to what
an audience with its provenance attached
Scheduled broadcasts to a segment, and multi-step journeys behind them: a welcome, an offer, a reorder nudge, each on an approved template and each timed against a UAE working week
a calendar you approve before it runs
Instant answers to the questions that arrive most, quick-reply buttons, and a clean hand-off to a named person in the language the customer wrote in. Deeper workflow behind the thread is built with AI automation
a thread nobody drops
Your products browsable inside the chat, with a payment link so the order is placed where the conversation already is, and an abandoned item brought back with one tap
a sale that closes in the thread
The quality rating, the messaging limit and the block rate watched as operating numbers, with conversations and orders reported beside them
an early warning before the number is at risk
Our stack
The kit behind a channel that stays yours and finishes the sale in the thread. Select one to see why it earns its place, and where we argue against it.
The official platform is the only route where the number is registered to your business, the templates are reviewed rather than gambled, and the account survives a change of agency.
We register the number and the account under your business, not ours, so ending the engagement moves an admin and never the asset your customers already have saved.
How the engagement runs
The number and the account come before the campaign. Both take days rather than minutes, and both are what a bulk sender is skipping.
We set up the WhatsApp Business Account under your company, register the number to you rather than to a provider, and take the display name through review. Where a number is already in use on a bulk panel we say plainly whether it can be migrated or has to be replaced, and what the migration risks. The first templates are drafted and categorised in the same phase, in both scripts.
Click-to-chat on the ads, a checkout box, a site widget and a reply keyword all start collecting, and each opt-in is recorded with its source and its date against the contact. Nothing is imported that we cannot trace. The first broadcast goes to the part of the list that is provably consented, at a time chosen against a UAE working week rather than a global send calendar.
The catalogue, the payment link and the recovery journeys go in, replies are routed to a named person in the language they arrived in, and the quality rating is watched as an operating number rather than checked after a problem. Reporting runs on conversations and orders, so a broadcast that produced nothing is cut instead of repeated at a different hour.
Reported on conversations and orders, with the number quality beside them.
Our commitment
This channel is easy to run in a way that ends it. These are the four things we hold ourselves to.
Your number stays yours
The WhatsApp Business Account is created under your company with Webzenia added as an admin, and the number is registered to you. Ending the engagement removes an administrator, not the number your customers already have saved.
We refuse anything that risks your number
Bulk panels, unofficial gateways and imported databases are declined in writing rather than quietly accommodated. The channel is worth more than any single campaign that could be run on it, and that judgement is ours to hold.
Templates always go through approval
Every promotional message is submitted, categorised and approved before a calendar depends on it, in both scripts. Where a template is rejected you see the reason and the rewrite, rather than a campaign that silently slipped a week.
Measured in orders and conversations
Volume is the number a bulk sender reports because it is the only one it can. You get replies, conversations, orders and the quality rating on the number, which together say whether the channel is working or being spent.
Sent on an opt-in we can produce, from a number that stays yours.
