It works the list.

A Business Bay brokerage on a DET mainland licence with four months of portal enquiries has a list nobody has the hours to call. The dialer calls all of it, in order, at the same standard on the last call as the first, and records what happened to every number.

It holds a conversation

It states who is calling and why, answers the two or three questions that decide interest, and hands a live person to a person. What it will not do is pretend to be one, and the inbound half of a line is on AI voice agents.

It stops where the rules do

The window closes at six in the evening and the campaign stops with it. A number on the national register is not dialled. The boundary is built into the dialer rather than into a policy document, because a rule nobody enforces is a rule somebody breaks at scale.

Then the answer is about the list, and it is worth hearing before anybody builds a campaign on it. A Deira general trading company on a DET mainland licence that inherited a spreadsheet of numbers usually cannot say who collected them, when, or what those people agreed to. No dialler makes that safe, and no supplier who takes the brief without asking is doing you a service. The useful move is smaller than it sounds: work the part of the list you can account for, and treat the rest as a demand problem rather than a calling problem. We will say which part is which, and we will decline the rest.

    Marketing calls need approval and set hours.

    In force since August 2024: prior approval from the competent authority, calls only between 9:00 am and 6:00 pm, the company and the purpose stated as the call opens, and the call recorded with the person told at the start. Automated systems are permitted, which is the licence this work runs on.

    Numbers must be issued by a UAE-licensed operator and registered under the company’s commercial licence. That quietly disqualifies most of what is sold here, because a per-minute platform dialling from a foreign number cannot meet it, whatever the dashboard says about compliance.

    A Dubai Silicon Oasis software company on a free zone licence that has just hired its first sales person usually assumes fewer rules apply. The resolution says the opposite in its own words, and it is the assumption that most often turns a first campaign into a first penalty.

This is the page where a supplier should be willing to say no. These are the four things we hold ourselves to.

  • We prove it on a small batch

    A bounded pilot, inside the window, with the calls listened to rather than summarised. If the script does not hold a conversation, you find out on a few hundred numbers rather than on all of them.

  • Approvals settled before the first call

    The approval position, the registered numbers, the calling window, the register check and the opening disclosure are settled and documented before a campaign runs. You get that as a document, not as an assurance in a meeting.

  • Your numbers and recordings stay yours

    Numbers are in your name, recordings sit in storage you control on a retention rule you set, and every outcome is written to your own system. Leaving costs you a handover rather than a rebuild of the campaign.

  • We refuse a list of unknown origin

    If nobody can say who collected these numbers, when, or what the person agreed to, we do not build a campaign on it, and we say so at the first conversation rather than after the invoice. That answer is free and occasionally unwelcome.
